Antique Elm Wheelwright's Traveller.
These were used to measure the circumference of a cartwheel's curve. The distance was then rerun on the flat metal used to retyre the wheel. There is always a slight nick in the edge of the wheel which marks the starting point.
They are more usually made of iron.
