19th Cent brass Suffolk Dairy Fleeter used for skimming the cream in the milking Parlour.
This came from Suffolk but it is also a typical Suffolk design. Usually a Suffolk Fleeter has a socket with a wooden stick handle attached to the brass plate. I have had several of that design over the years specifically from that county. This is very similar but the only time I have seen one with a ribbed brass finger grip. Later versions are more commonly made of tin.
