19th cent East Anglian Mill Bill for dressing mill stones.
It is said that the mill stones of a working windmill needed 'dressing' every 6 to 8 days in it's heyday.
This was a skilled process as the stones had to run evenly with no high or low spots.
The handle is known as the Thrift and the pick, a 'Bill'.
This one has maker's mark J Whiteley of Wakefield stamped on it.
